Minutes of Diocesan Finance Council | 1.26.23

I. OPENING PRAYER
Bishop McKnight opened the meeting with a prayer and introduced new member, Mr. Bob Hackman from St. Martin Parish, St. Martin.

II. APPROVAL OF MINUTES
Mr. Anderson motioned to approve the minutes as presented. Mr. Wilbers provided the second. Minutes approved as submitted.

III. DEPARTMENT REPORTS
A. Building and Properties:  Fr. Doke stated the following entities have requested projects through the building committee: 

  • Helias Catholic High School:  performing art center and baseball fields, to be done in two phases, total $30m
  • Holy Rosary Parish, Monroe City:  needs updates, schematics presented 
  • Fr. Tolton Catholic High School:  capital campaign for sports facilities, at architectural design phase
  • St. Anthony Parish, Camdenton: expand church, construction documents out to bid, capital campaign finished
  • St. Joseph Parish, Salisbury: delayed maintenance issues in church
  • Holy Family Parish, Freeburg:  expand school for additional classrooms
  • Immaculate Conception Parish, Jefferson City:  long range plan for entire campus

B. Development: Fr. Doke reported the CSA (Catholic Stewardship Appeal) goal for 2023 is $1.1 million. We are currently at 90% of the goal. This is the last year for the appeal. 

C. Finance: Deacon Braddock presented the financial reports for period end December 31, 2022 for the Diocese of Jefferson City. A copy is part of these minutes:

  • Statement of Financial Position
  • Statement of Net Assets
  • Statement of Activities
  • Statement of Activities by Departments
  • Budget Report

Deacon Braddock noted:
The Carmelite funds will be removed from our books in January. Funds will be put in a trust.

Financial Statements other entities: Financial reports for My Community Our Mission (MCOM), Diocesan Excellence in Education Fund (DEEF), Priest Mutual Benefit Society (PMBS) and the Catholic Diocese of Jefferson City Fund were distributed prior to the meeting and are part of these minutes. Discussion followed.

IV. COMMITTEE REPORTS  
A. Audit Sub-Committee:  Deacon Braddock reported the auditors will present at our April meeting.
B. Policy & Procedures Sub-Committee: Deacon Braddock reported that the Finance Manual is in final review. It was presented to priests and is scheduled to be presented to finance councils and then bookkeepers once finalized.  

V. PROPOSED FUNDRAISING POLICY
Bishop McKnight presented a draft of Instruction on Transparency in Fundraising and reviewed Appendix I. He stated the policy will be presented to the presbyteral council and then to stakeholder groups such as fundraising boards and parish councils for consultation. Mr. Roodhouse noted this is not new law; it is cannon law. These instructions will assist parishes and others to be compliant. 

ACTION:  Bishop McKnight asked all members to review the policy, present questions at our next meeting and think of what groups would be impacted by this document so they can be contacted for consultation.
